In the new iPhoto when I hide photos they still appear in the All Photos album and will not hide , this is very inconveinant can somebody tell me if this is a bug or intentional and if so is there a work around.

My experience with Photos has been that NOTHING under Albums respects the hidden flag: All Photos, Last Import, Favorites (if I've marked a hidden picture with "a heart"), Videos etc...
Everything is visible, so, what's the point of Hidden?
If anyone is thinking, "but it's always visible if you select Show Hidden Photo Album": true, but that requires an explicit action on the user's part to make them visible. And right now Photos is implicitly assuming hidden means something else.
I agree, they're not "secret", they're not "hidden" either; and, I think, that viewing a hidden photo under most circumstances should require an explicit action.
And I'm making a stink because the UI says one thing and does not deliver:
This photo will be hidden from Moments, Collections, and Years but can be found in the Hidden album.
As it stands, it more accurately reads:
This photo will be hidden from Moments, Collections, and Years but can be found in the Hidden album (or All Photos, or Last Import, or Favorites, or Panoramas, or Videos, or Bursts, or any album you have manually added it to).
Yeah, I still think it reasonable for a hidden image to remain so in all views unless Show Hidden is selected; and I generally feel this feature is not implemented well.
So be sure tell Apple via http://www.apple.com/feedback/iphoto.html to replace the hidden photo feature as it was in iPhoto.

Hmmm. Yeah, that's what I'm seeing to. It hides it from the "Photos" area, and the Faces and other albums, but not from the "All Photos" smart album. It might be intentional; the "all photos" smart album may be intended to show ALL photos; hidden or not.
Note if your goal is to make the photo "secret," hiding the photo isn't the right trick.
that is how it works
If you want it secret door not it in an album - or better yet do not import to Photos - or you can have a second "secret" photos library on an encrypted volume for your secret photos
