Updated to 8.3 , no when I make call it takes 15 seconds (every time)

updated to 8.3 on iPhone 6. When I make a phone call it takes 15 seconds to connect, and when it does the add call activates. I have rebooted phone and reset, still same thing. Any ideas would be appreciated.
