iTunes Connect Can't Set Up The U.S Tax with 'Please make sure to fill out all the required fields correctly.'

I'm based in Canada, so select No and No, then on the 3rd page where has you confirm your name, country, type of beneficial owner and title, I always get "Please make sure to fill out all the required fields correctly". Only been trying since last night, so I assume this is a transient issue?
