What do I have to do so all users of my iMac will be able to use/access my library, which is located on an external device, formatted as Mac OS Extended (Journaled)?

Same as with iPhoto. Also make sure the disk is set to ignore ownership and permissions. Then in each account: Hold down the option (or alt) key key and launch Photos. From the resulting menu select 'Choose Library'

Set the "Ignore Ownership on this volume" option.
This generally works with iPhoto Libraries. I have not tested it sofar with a Photos library. Try it with a small test library first.

meanwhile, I've seen, that iTunes has access to my library, too for a sync with Apple TV - 1st Generation.
This causes the error when trying to access the library a second time.
