messages and phone not working

I just updated my iphone 4S to ios 8.3 and now the messaging and phone apps don't work. It is not my network provider i already had a conversation with them

The message app usually won't even open when I click on it, but if it does it won't let me send anything. no little exclamation mark saying my message failed to send, no green bar at the top. it just goes blank.

When I go to turn on imessage in settings the option won't stay green. (i.e. I can move the button but it won't stay turned on)

The phone app usually doesn't open either, but when it does I can not select any of my contacts to call. if I try to select them it just doesn't register

I can not receive calls or texts either

Before you make any suggestions please note that I have already:

-called my service provider they say it's not them

-called apple support (they want me to pay $35 before they even hear my problem)

-reset my phone at least 10x

-reset network Settings

Please help! my phone is no longer a phone, just a glorified and expensive ipod
