Airdrop not working
Installed 8.3 and know my Airdrop is not working. My contact is standing next to me and he won't show up on my phone.

You do not mention what your contact is using to receive your AirDrop files or what application you are attempting to share from. What I can do is suggest you look at this article which describes AirDrop and how to use it from iOS devices -
