iOS devices do not support pairing to each other using Bluetooth as you would with a headset or keyboard. This article shows the profiles that are supported for use with iPads and iPhones -
iOS: Supported Bluetooth profiles - Apple Support
Is it possible you were using AirDrop to transfer files between your two devices? Some applications allow transfer of files using AirDrop on iOS devices. See this article for how to do it -
Share content with AirDrop from your iPhone, iPad, or iPod touch - Apple Support
If this is not what you were doing please be more specific in your description and I will continue to assist you.
Thanks for using Apple Support Communities.
Best,
Brett L

Apr 14, 2015 5:20 AM in response to Brett Lby MM-RVA,Specifically I had tethered the iPad with the iPhone for internet access. Yes, I know i can just activate the hot spot on my iPhone and connect via WiFi, but before the 8.3 upgrade this could be accomplished via BT. I wasn't sharing files, it was only for internet access. As mentioned before prior to 8.3 both iOS devices were discoverable to each other, but since 8.3 they are not.
