OS X 10.9 VoiceOver Utility > Speech: Can't download voices

Pretty esoteric, but I've tried downloading several different voices in VoiceOver Utility and I receive a Speech Downloader popup stating "An unexpected error occurred while downloading the "Otoya" voice. Try again later."

The default Japanese voice (Compact) is really awful and I would greatly appreciate a tip toward a manual download link for one of the other Japanese voices. Or a tip about how to get the downloads to trigger properly (as they used to).
