How can I use photoshop elements with photos
Title says it all. I would like to use Photoshop Elements to edit my photos--how do I open them in PSE?

The Photos app doesn't have that feature as an option. Stick with iPhoto since you still have it on your mac. It's possible in the future Apple may add this feature to Photos.

The only way to do it is to export the file, edit it in PSE, and then re-import it to Photos. There's no easy shortcut to do this at the moment.
I had set up iPhoto to open PSE when I clicked edit in iPhoto. So, I will just ignore Photos and retreive my photosfrom Photos and return to usinguse iPhoto. Thanks for the help.
Once you import it from PHotoshop to Photos, will the edits all be there? Will it backup to icloud photo library with the PS edits? I read that if you edit in Aperture or iPhoto, those edits won't appear in Photos. I think that's what i read......
Yes your edits will be there if you import the edited version. Yes it will go to the Cloud with the edits. What you read is that edits made in iPhoto and Aperture after the library has been migrated will not be available in Photos. But you could still export from iPhoto/Aperture to the Finder and then import to Photos, like with PSE.
