Open Settings->Safari->Clear History & Website Data
Also make sure in your Safari settings that Block Pop-Ups is enabled.

There's no adware for the iPad, unless you have jailbroken it (ie, hacked it to allow running apps from outside the App Store). If you have done that, you'll need to restore it to factory defaults.
Otherwise, this is probably either just a one-time scam pop-up, in which case you should follow the instructions at the end of the following article to clear the information from Safari:

If it's happening all the time on a variety of sites, you probably are on a compromised network. See:
