Can the GPS satellite connection be left on for navigation while keeping the WiFi and Cell Data location services turned off (trying to save $ on data usage charges)?

You say you are turning off cell data only? If you still have cellular on, then the GPS radio is enabled. However, the location service would be better with Wi-Fi turned on. Leaving Wi-Fi on will not affect data usage charges, since Wi-Fi belongs to someone, other than the cellular carrier.
