Considering this is a web site and that safari doesn't download things except for photos at most, you need to use another web browser. I recommend iCab. It's a paid browser, but it has a wide variety of features.

iCab

Cab Mobile is a web browser for the iOS. Supports FILE UPLOADS, SEARCHING, FILLING OUT FORMS, FILTER, TABS, BOOKMARKS, FULLSCREEN MODE, DOWNLOADS, MULTIUSER SUPPORT,DROPBOX, and Kiosk Mode.

email the file to some email you have like gmail. Use icab to access your email on the web. download. upload to site.
