I'm a bit confused. I received a 16 GB iPad Mini 2 WI-FI. While customizing my Settings, under General, Capacity is listed as 12.0 GB and Available is 11.1 GB. Where is the other 4 GB?

The available capacity is not what the total capacity is listed for. The total storage capacity on your iPad is 16GB but the preintalled apps and the iOS take up several Gigabytes so your iPad will only have about 12.5GB or so of usable storage out of the box.
