Disgusting that I can't use an on-the-go playlist in apps

So the only place I can use an on-the-go playlist is by playing it within the Podcast app?

I can't use it with Runkeeper as a playlist to go running with

I can't access it anywhere else

Disgusting degradation of functionality and reliability. It's the same way all Apple products and software are going.
