Q: Can I use Photos without uploading of my pictures to iCloud?
I would like to turn on Photos to be able to view pictures my daughter uploaded to iCloud. Can I turn on the new Photos without it uploading my pictures? Will it allow me to just view pictures my daughter uploaded without it costing me to store my pictures on the iCloud which I do not want?
iMac (27-inch Mid 2011), OS X Mountain Lion (10.8.5)

You don't have to enable the iCloud Photo Library.
You can enable Photo Sharing. You can share either by adding people or as a publicly visible site on iCloud.com

*some of the links haven't been updated specifically for Photos, but it works the same as for iPhoto and Aperture.
