II've uploaded a load of photos to my iCloud photo library and was told by the retailer that displaying these on my new AppleTV would be easy. I've managed to get into the iCloud using Apple TV and onto the photos section but there's no sign of any images.
All help gratefully received.

Bought Apple TV today ... question to Apple retailer 'Will I be able to view all of my iCloud photo library using this?'
Response ... 'yes, just turn it on, sign into iCloud and you'll see the option to view your library'
Moral of story ...ask Apple community first, they know more than the retailers.

However I did think Photostream would give me a limited possibility to see photos now I've for it turned on, as far as I can see, on all devices my Apple TV tells me there are no photos available.

Photo stream is completely separate from the iCloud Photos library. You would need it turned in the photos app preferences, and on other devices. Photos taken on IOS would then be automatically imported, others would need to be manually added.
If you are talking about the new iCloud service for the new Photos app that is going to replace iPhoto it is not yet supported. Photos is still in final beta testing and not yet fully released or supported.
That was already stated above. Also, Photos was publicly released as part of OSX 10.10.3
You can view your iCloud Photo library in your Apple TV if you have iCloud Photo library enabled in your mac. You can do this through iTunes home sharing. It's a same thing. You can view all your library photos and videos if you choose "All photos and albums" in Home Sharing on your iTunes. The only inconvenience is that your iTunes needs to be open on your mac.
No, that's not the same thing. That is home sharing, which allows access to your local itunes and photo library. The iCloud Photo Library is similar in scope to iTunes Match, where your full library is in the cloud and can be accessed directly on any device that supports it. Apple TV hasnt been updated to do so for the photo library.
I understand that Apple TV has not been updated to do so for the photo library, but I kind of found this as a workaround, because I'm able instantly browse on Apple TV all my photos and videos which are uploaded in iCloud from my iPhone or has been imported manually.
Its not really a workaround, stating so will confuse other users. home sharing works exactly the same as it did before the photos app. All photos in the app would be available regardless of if you've chosen to upload them or synced them through iCloud in the main app (which is an optional feature and can be turned off). This sharing is done through Itunes (home sharing - choose photos to share)
