What software was used to create the DVD? What type of content is on the DVD?

Generally, yes. Actual Windows programs(not movie or other document files) require that Windows, CrossOver Mac, Wine, or similar software be used.

Not sure. It was a video recording made from a videocam, and then transferred to the computer, and then to a disc. It is a recording of a lecture.. Thanks for your reply.
Try opening the recording in VLC.

Not to sound stupid, LOL, but waht is VLC? Is that something on a MAC that I should tell this person to try?

If You got a Data-DVD (not Video/Movie-DVD as commersial movies) then the kind of video format used matters.
VIDEO-CODEC - open the movie file in QuickTime-player or VLC and then open Inspector (cmd+I) and read
Video formatted ( CODEC ) : nnnnnnnnnnnnnnn
Frames per second : YY.yy
