You don't tell us much about your other devices - but I assume that you did the recording on an iPhone?
large files of any sort have never been "email-able" due to email providers attachment size constraints. You need to get the voice memo file to your computer, then upload it to a cloud, then share the link for your recipient to download it.

After that, you can use iCloud Mail - Mail Drop to send a link to your recipient > iCloud: Add an attachment to an email
OR
If you are not a iCloud Mail user, you can use any other cloud drive to upload and then share the link - many here use DropBox <http://dropbox.com> as do I - often. It integrates in to the Mac OS X Finder (Windows too) and easily shares links in any fashion you choose - like this is a 2 second "ShipsDinnerBell.mp3" file (small-48kB) > https://www.dropbox.com/s/5z8o76ve02z2rok/ShipsDinnerBell.mp3?dl=0 - took me about ten seconds to move it to DropBox folder on my mac, let it upload/sync control+click "Share Link" and paste here - WAY longer for me to type about it than do.
