I unlocked my old 3G iPhone. I will be taking to to Germany and will buy a SIM card there. The computer screen wants to set up and sync the iPhone. The iPhone screen says "waiting for activation". Do I need to run the set up here?
You'll need a SIM to activate an iPhone.
Make sure the iPhone is carrier unlocked.

I Went through the steps ATT gave me and the phone says it is unlocked. All I want on it for now is my music. I am hoping it will be easy to set up when we get to Germany. I only need it for two weeks. We are traveling with another couple. I think it will be handy if we get separated or need to call ahead for a hotel.

Since you have an carrier unlocked iPhone, you will be able to use it in Germany.
You can use your iPhone as an iPod touch as now now, you still need a SIM to activate, an old SIM will do.
