Q: Why does my iphone keep closing out of apps? Even my settings and photos app closes out

I've been having issues with my storage being too full. However, when I attempt to delete photos or even attempt to buy more storage in the icloud section of settings, my phone closes the apps out before I get the chance. I've been shutting off my phone to let it rest but when I turn it on again, the problem continues.

iPhone 6, iOS 8.3
