FaceTime is stuck on connecting & failing. Help?

OK.. so the past 3-4 days I've been trying to FaceTime with someone and it has been stuck on connecting on both of our ends.

Sometimes it works if I try the next day, but 20 minutes in my side goes on reconnecting but apparently he can see and hear me fine, i wait like 3 minutes and it's still on reconnecting.. I hang up and then try again and its STUCK ON CONNECTING. (this is on my iPhone 5, which ISNT up to date so..)

Tried it on my laptop (which wasn't up to date),

I try and try again still stuck on connecting then says "unavailable for FaceTime."

SO I finally updated my computer, his phone is up to date and STILL THE SAME ISSUE.

ALSO we tried Skype and I see and hear him but he can't see or here me.

What the HECK is going on here... i am so angry. Please help, I've been waiting for a while and done every update and reset, sign in and sign out. So frustrated please.
