Apple suggests Get help signing in to FaceTime, Game Center, Messages - Apple Support
But after weeks of dealing with this I suggest you call AppleCare. Also see imessage and Facetime sign in activation error iPad ios8.1.2
Read the last few pages and see if any of those suggestions help
