Q: Best tool/effect/plugin to keep audio below a certain level

This is an elementary question, but what is the best tool to use for speech to keep audio below a certain level, not let the lows get too low, but remain natural?  What do you guys use?

    In handling audio, sometimes the cure can be worse than the symptoms. You'll need to use your ears to make the final call as to what helps and what might introduce other problems.

    Having said that, take a look at the audio filters  Effects > Audio Filters > Final Cut Pro > Compressor/Limiter, Effects > Audio Filters > Final Cut Pro > Expander/Noise Gate, and Effects > Audio Filters > Apple > AUDynamics Processor.
