ccan't use air pad 2. It will not do anything but ask setup prompts after trying to update to 8.3. Stuck in some kind of a loop. A hard reset does not work

If your screen is black or frozen
First, try to force your device to restart.
- Forcing your device to restart won't erase the content currently on your device.
- You can force your device to restart even if your screen is black or your buttons aren't responding.
Press and hold the Sleep/Wake and Home buttons at the same time for at least 10 seconds until you see the Apple logo.

Loading os 8.3 has locked up my air pad 2. It recycles back to a setup prompt and after the setup questions are answered the screen goes black. Can anyone help?
