So upgraded to 8.3 & using Photos for OS X. Uploaded my library to iCloud & I can see all the thumbnails on my phone, but if I try to open a photo/load it I only get the low-res version & a small circle icon in the bottom left corner which fills to a quarter done, then stops, then turns to an exclamation mark. If I am on wi-fi - no issue. Anyone know why this is occurring??

Sloved it ! Spoke toy service provider. You need to go to settings, iCloud > iCloud Drive & at the bottom is a toggle switch to use cellular data. not the simplest but it works.
