If it doesn't charge, you have a problem with the battery or charger. Call Apple Care or make an appointment with the Genius Bar and take it in to you nearest Apple Store for an evaluation.

Apple can test the battery. As it's an iPhone 4, which is likely several years old, the battery has probably failed. If it works when connected to power, but does not when you disconnect, then the problem is most likely the battery. Apple will replace it for $79, but that's probably more than the phone is worth. Maybe it's time to upgrade.
