Mac mini loads by safe mode by itself and keyboard doesn't fully work

my Mac mini is connected to my tv via hdmi. when I turn it on it automatically loads in safe mode. there is a password prompt I haven't seen before, problem is only half my wireless keyboard works, so typically the letters for the password don't respond. Have unplugged a sub storage device that was attached and rebooted several times but nothing works
