i have forgotten my security questions but i never got the email to reset it, what do i do?

I was trying to purchase an album of Shawn Mendes but when i got to the security questions I didn't know one of them so i exited out of I Tunes and then I got new questions but then it said that one or both of your answers were wrong. So I went to Appleid.com and signed in and everything, i clicked on "Password and Security" and then was "sent" and email giving me directions to fix my issue... But the problem is i never got the email to fix it. I have been trying for at least an hour, i went to support and everything and started a chat with a specialist and was sent to a website where i found this Apple Support Communities, so if you could help me it would be greatly appreciated.
