Apple Support helped me set up my son's Apple ID for his cell phone under my account in family sharing (my son did not have his own email address). The issue was that I could not use my email address to create his Apple ID without doing it this way and he did not have an email address. My intent was for him to set up iCloud email and that could not be done without an Apple ID (and an Apple ID could not be set up without an email address). And, really, why would anyone really want to have to manage multiple email addresses? One personal email address is enough. The tech had me put his birth year in as 2003 even though his birth year is 2001 because the site would not allow me to put in his correct birthdate. The tech told me I would be able to go back in after a few days and correct his age. It has been over a month and we still cannot correct it. I want to keep him under me in Family Sharing, but I also want his actual age corrected.
