Q: Target display mode (iMac 21.5' late 2013 to MBP mid 2012)

I am trying to use my iMac as a display for my Macbook Pro. Here are the specs of each:

iMac: 21.5 inch, late 2013, OS X 10.9.5.

Macbook Pro: 13 inch, mid 2012, OS X Yosemite 10.10.2.

In theory, target display mode should work, since both computers have Thunderbolt ports, and I am using an Apple Thunderbolt cable (0.5m). Nothing happens when I press Cmd-F2 on the iMac (using an Apple keyboard - some people have reported problems with non Apple keyboards).

I think there might be a problem with the Thunderbolt bus. On the Macbook Pro, the Thunderbolt Bus report (in the System Information app) says

Port:

Status: Device connected

Link status: 0x2

Receptacle: 1

Port Micro Firmware Version: 2.1.3

Cable Firmware Version: 1.0.16

Cable serial number: C4M3...

But on the iMac, the Thunderbolt Bus report is

Port:

  Status: No device connected

  Link Status: 0x7

  Receptacle: 1

  Link Controller Firmware Version: 0.12.3

  Port:

  Status: No device connected

  Link Status: 0x2

  Receptacle: 2

  Cable Firmware Version: 1.0.16

  Cable Serial Number: C4M342301U8FQ7MA5

  Link Controller Firmware Version: 0.12.3

It seems like both computers know that a cable is attached, but on the iMac it can't detect a 'device'. Any advice?
