iPhone 5s storage issues

Since updating my phone it says I have 11.5 GB capacity and 503 MB available. When I connect to my computer iTunes shows over 2.5 GB available. Here's the odd part. When I open and close usage in settings on my phone the available amount of storage changes. It goes up and down like a yo-yo. Any thoughts?

I restored my phone last night and I had over 5GB available. This morning I have just over 3GB available. I think this might be something with the new photos app confusing the phone on storage availability. Any thoughts?

I also have the same problem. storage capacity is just 11.3GB 😟
