I have no sound on youtube and games on my ipad 3rd generation. After updating to ios8.3 and my apps up to date to support ios8.3 and nothing has improved. Even held Home button and Power button together and waited after reboot and no change. Why are there sooo many issues and bugs?

Do you still get sound in the Videos and Music apps ? If you do then you've checked to see if you've got notifications muted - that will mute notification sounds (including games), but the Music and Videos apps, and headphones, will still get sound.
Depending on what you've got Settings > General > Use Side Switch To set to (mute or rotation lock), then you can mute notifications by the switch on the right hand side of the iPad above the volume switch, or via Control Centre : swipe up from the bottom edge of the screen and it's the right-most of the 5 icons in the middle of it (if the icon is white then it's 'on', tap it to turn it grey and 'off'). I had no issue with music/sound with my ipad before I updated to ios8.3. Since I updated to ios8.3 I have these issues now. I rarely ever had to complain about updates until now. My volume control on the side of my ipad at times won't do anything. Other times it will work just fine. It's sporadic.
You've checked the Settings > Music settings to see what the Sound Check, EQ, and Volume Limit are set to, and tried a soft-reset of the iPad to see if that makes any difference ?
