I purchased some songs from iTunes, followed the procedure for gifting them but they were not received. I repeated, was charged again, but they were still not sent/received!

What exactly did you do to gift them ? Gifting is done from within the store : Send iTunes Gifts - Apple Support - is that what you did, you don't have to purchase them for yourself, only select them and send them as gifts from the store.
You should be able to try resending them (and double-check the email address that you are sending them to, and ask the recipient to check the spam folder as well as the inbox on that email account) : Resend iTunes Gifts - Apple Support
I have had the same issue. I have resent the gift to no avail, I sent it to a different email address to no avail and I even tried sending it to my email address without success. So much for sending a iTunes gift for someone's birthday because now it is LATE! Any other ideas on how to do this? I have already opened up an issue with support.
Have other gifts worked in the past from your account ? If the email isn't going through then iTunes Support are possibly the only ones that can help, they might be being blocked for some reason
