ipod touch 4 gen ios 4.3.5 (after reset) does not get new ios update

I have two 4th generation IPODs and could not run Skype, I tried upgrading the ios to 6.1.6 and had problem, thought to reset to setup it up from scratch and now it will upgrade at all, every time I connect one of the ipods to pc iTunes (version 12.1.2.27) says there is a need to update ios to version 6.1.6. I have tried to do the ios update 15 times now with all possible updates on pc and keeps coming up with the following message:

"There was a problem downloading the software for the iPod "name". An unknown error occurred 9006".

Does anyone have any idea about this? The software update always reach 640 MB/ 847.8 MB and stops.

apologies for my typing.... second line should read "..it will not upgrade at all..." instead of "..it will upgrade at all..."

Check your security software

Related errors: 2, 4, 6, 9, 1611, 9006. Sometimes security software can stop your device from communicating with either the Apple update server or with your device.

Check your security software and settings to make sure that they aren't blocking a connection to the Apple servers.
