I have a 4th generation Ipod touch, and I am wondering if there is any way I can update my version of IOS from IOS 5 to IOS 7? Because It is hard to download apps like garageband, because it requires IOS 7..
Is there a way to upgrade?

No, iOS 7 requires at least 512 MB of RAM. The 4G only has 256 MB
For apps try:
Starting when iOS 7 was released, Apple now allows downloading the last compatible version of some apps (iOS 4.2.1 and later only)

You first have to download the non-compatible version on your computer. Then when you try to purchase the version on your iPod you will be offered a compatible version if one exists.
So if I buy, say the garageband IOS app on itunes on my MacMini, then put it onto my phone, it will give me the option to get the compatible version?

It is the latest one (you can't get the older ones I don't think), so it doesn't work..
