not the same images in iphone and icloud

Hi!

Ive updated muy iphone and my yosemite for having Photo app and activated icloud and bought 20 gb. icloud space.

I have only 240 images in iCloud of 1300 in iphone. My iphone is connected via wifi for days and i have only those pics. Is not possible having all muy pics in iphone?????
