After reviewing your post, it sounds like you are not able to download things you purchased. I would recommend that you read this article, it may be able to help the issue.
Download past purchases - Apple Support
- If you’re having trouble downloading an item, make sure you can download the item again from iTunes in the Cloud. You might want to sync the content to another device instead.
