I need to run a program on Internet Explorer. Where can I obtain, purchase or download IE for my Mac desktop computer?

Nowhere. No version of Internet Explorer will natively run in Mac OS X 10.7 or newer.

Running IE in a virtual environment would be an option.
Software like VMware Fusion or Parallels do the trick.
But you would need a valid Windows license or just run a limited demo for a couple of days.
