Why aren't all my iTunes library songs on my iPad?

I subscribe to iTunes Match, I have my iTunes library on my Windows PC, but not all the songs in my library appear on my iPad. Why?

iPad 2, iOS 8.3

HI,

What is the iCloud status of your songs? If you add this column to song view, this will tell you what has been matched, purchased or uploaded. It will also tell you what is waiting, duplicate or ineligible - such songs will not be in the cloud.

Thanks. The iCloud status of my songs is either Matched or Uploaded, which doesn't make any difference to those that have appeared on my iPad as there is a mixture of both types that are on the iPad.
