what do i do if my apple id has been declinded?

I couldn't download or update any apps, when ever I tried to it just showed a pop up message that said "your apple ID has been declined." so I reset my iPod and tried to download all my stuff back and that message keeps popping up. I'm so confused on what to do. Please help!
