If you are talking about an icon on the desktop, that’s probably just a screen artifact.
Does the option-command-restart not work? If you really HAD to, you could hard reboot with the startup button on the back of your machine.
I am NOT recommending doing so, only sayin’
If you mean the cable to iTunes symbol, then your iPad is in Recovery Mode.
You will need to connect it to iTunes on your computer:

Hi, Your iPad is most likely in recovery mode. Try connecting it to your computer and restoring it, and if that does not work schedule an appointment at the genius bar, they will most likely give you a new iPad, free of charge (if it is only one year old). Thats all I can say, good luck!
