Hello there Jasxxxadkins,

As I understand it your FaceTime app can use the camera without issue, but your other apps including the Camera app that is installed with the iOS are not able to use the cameras. I would start by quitting all the running apps then restarting the device and testing it again as outlined in this article:

Get help with the camera on your iPhone, iPad, or iPod touch

You see a closed lens or black screen

  1. Make sure that there’s nothing blocking the camera lens. If you’re using a case, try removing it.
  2. Force the app to close, then open the Camera app again.
  3. Restart your device, then open the Camera app again.

If the issue persists, backup your device to iTunes, then restore it as new and verify that it works with FaceTime and the Camera app:

How to erase your iOS device and then set it up as a new device or restore it from backups

If it does, then restore your backup to either verify it still works and the software just needed reinstalled, or isolate the issue to the backup file itself.
