I would need clarification on what issues you are experiencing with these services to provide a better answer. However, here are some troubleshooting articles that I would recommend going through that cover most scenarios.
If you get an error when trying to activate iMessage or FaceTime
If you can't send or receive messages on your iPhone, iPad, or iPod touch
If you can't make or receive FaceTime calls

We all have newish devices (mostly iPad mini 3) and suddenly can't get into FaceTime or Messages. There's no slider and the sign in just dumps us back to sign in or gives a network error message.
If that's what's happening, it's probably an AppleID problem. Mine isn't working for FaceTime or Messages on any iPad, but my friend's works on mine. If you go to page 18, you will see what we've tried after 8.2 upgrade

Facetime and Messages in ipad Mini 3 worked for 10 minutes and when updated to IOS 8.3 it stopped working. The sign in dumps me back or gives a network error message. No way to log in on Facetime and imessage. So DISAPPOINTING!!!
We need a solution asap, please.
