I just switched to verizon My new iphone 6 plus (has 8.1.1) is not allowing me to set up phone using the icloud because my current ATT iphone 6 plus has the new ios (8.3 I think). Is there a way to update the new phone and then restore using icloud.

Yes, you can either set the new phone up as new and update over wifi from the device itself, or you can plug the device into the computer and update that way. I would suggest doing it through the computer. It's faster and there is less likely to be software issues in the download due to intermittent connections through wifi.
