Call local notificaion delegate method when app is in background

Hi

I am doing iPhone application related to blue tooth and central is my iPhone and the peripheral is smart watch.As per my requirement i have to fire local notifications to take medicine at certain time to the watch and send also sms from the application to the watch.As long when the application is in fore ground its working and when the application is in background delegate method related to local notification is not called because user need to tap then only it will be called.

Due to that following things are happening

1)Notification is firing when the app is in background

2)Delegate method is not calling without user interaction

3)without calling delegate method we cannot send sms at the same time

4)Bluetooth events from app to peripheral is to be send even app is in background at the time of local notification is fired this is not happening

Is there any alternative solution for this as the whole application depends upon the timing events and notifications sending.
