After the upgrade to ios 8.3 stopped working touch anywhere

Hi!

After the upgrade to ios 8.3 stopped working touch anywhere. When I try to enable fingerprint verification gives an error.

I did a hard reset, restore to factory settings, complete formatting phone, but touch id is not working anywhere.

What are my next steps?
