Missing notes

hi

i recently turned off my iCloud on my old iPhone as I gave the phone to my sister. The next day I realised my notes on my new iPhone are missing. I need the notes, I have tried erasing the new phone & restoring from recent back ups on iCloud but the notes are not there

I've also tried restoring from a recent back up on my laptop but the notes were not there.

how can I get them back? Please help
