My 5s keeps asking me to enter my appleid password and scan my fingerprint over and over to download a free app. Also, it appears I am not able to download app updates... What is happening???

YYes sorry... It is not accepting my password (which I have now reset in attempt to get it to work) or accept my fingerprint (which works perfect for unlocking my phone).
It's normal to require you to verify your identity when you download an app. Is it rejecting the password and fingerprint? That isn't clear from your post so far.
Go to Settings/iTunes & App Store and sign out, then sign in again with your Apple ID and new passcode.
I Have now closed all apps running on my phone, signed out and signed back in with no success.

Can you download the apps using iTunes on your computer?
You mentioned 2 different problems, one downloading what I assume are new apps, and the other updating apps on your phone. When updating apps, does it ask for the password to your Apple ID, or a different Apple ID? Apps are forever associated with the Apple ID they were originally downloaded with.
I Only have one AppleID and I do not have other family members who are connected to my account.... Single household here 🙂 I also do not have a computer currently so I have not tried iTunes on a computer. Just trying to get my phone to work properly. 😉
