the Mac App Store icon badge shows I have 6 updates to download, however when I open the Mac App Store the small spinning wheel at the top left-hand corner spins forever and absolutely nothing loads up in the App Store (that means nothing in the To Rated, Featured etc.)
I'm running the latest OS on a Mac Mini

I had the same problem unable to download apps.
First I tried http://hints.macworld.com/article.php?story=20121012020512148
But it did not help me.
Then I checked my account and discovered I had to renew my credit card info.
(Similar to running out of gas in a car, I guess.) Then It worked!
Please quit and relaunch the App Store. If there's no change, sign out of the Store and sign back in. Finally, log out or restart the computer.

I had done that before but no luck, second time it worked
This worked for me:
1) Drop to a terminal
2) sudo shutdown -h now
3) Unplug computer from the wall, wait 15 seconds
4) Plug it back in, wait 5 seconds
5) Boot 'er up
If that doesn't work, hold down shift after you hear the boot up sound, enter safe mode, login, open app store, shutdown again, boot back up, open app store.
