Cell changes the format of my numbers

I am trying to write the numbers 000013 in a cell

Everytime I do, it automatically formats the cell to show 13

I've been playing around with the format rules but have had no luck figuring out what combination I need to change in order for the number to just show up as I type it, with no reformatting whatsoever

Please help, and much appreciation!
